The Ministry of Finance has placed particular emphasis on diversifying the funding sources of the State’s General Budget. The issuance of sovereign sukuk has emerged as one of the key financing instruments supporting this objective, within a legislative framework that is aligned with the nature of Egyptian and Arab investors while also meeting the requirements of investors across international markets.
In this context, Law No. 138 of 2021 on Sovereign Sukuk was enacted. Article (15) of the Law provides for the establishment of the Egyptian Sovereign Sukuk Company as a special purpose vehicle (SPV) responsible for managing and issuing sovereign sukuk. The Company also serves as the legal representative of subscribers and investors in their dealings with the issuing authority.
Since its establishment, the Company has continued to support the Ministry of Finance’s strategy for developing the sovereign sukuk market by contributing to the diversification of financing instruments, attracting a broader base of investors, and enhancing the efficiency of the issuance process. These efforts contribute to advancing the State’s objectives of sustainable economic development and fiscal sustainability.
Looking ahead, the Company remains committed to building on its achievements and further strengthening its role as Egypt’s specialized entity for the management and issuance of sovereign sukuk. Through these efforts, it aims to support the State’s strategic objectives and reinforce the Arab Republic of Egypt’s position in regional and international capital markets.
